SOUTH WINDSOR — - A 37-year-old man who has been ordered by the courts to stay away from a former girlfriend was arrested Tuesday afternoon after he used a cell phone to track her, police said.

Tony Brown, of 213 Hamilton St. in Hartford, is scheduled to appear today in Superior Court in Manchester.

He is charged with two counts of criminal violation of a restraining order, four counts of criminal violation of a protective order and second-degree failure to appear.

Two protective orders and a restraining order had been issued prohibiting Brown from contacting his ex-girlfriend. But, police say, he approached her in the parking lot of a Target just after midnight Tuesday.

He parked his car in front of hers to keep her from leaving and fled when she called police from her cell phone. She then discovered that he'd placed a cell phone in her car that had a GPS locater application, police said. The phone belongs to a friend of Brown's.

Brown sent the woman text messages while police interviewed her, police said.

South Windsor Police officers attempted to find Brown at home early Tuesday morning but were unable to do so. An arrest warrant application was quickly obtained and officers arrested him at work in Enfield on Tuesday afternoon.
