NEWINGTON -- Police have located the driver involved in hit and run that killed a woman Tuesday morning. Police say the driver is cooperating with police and remains under investigation. So far, no charges have been filed.

The tragedy unfolded on Willard Avenue just north of New Britain Avenue as the sun was coming up. Police believe Sharon Frey, 60, of West Hartford got out of her car to help a dog in the road when she was hit. The dog was hit as well.

Police said Frey died at the scene. The dog, identified as Champ, was taken to the Connecticut Veterinary Center in West Hartford. Management at the animal hospital would not say what Champ's condition is.

"He turned himself in or whatever, but God, you don't leave a person, you don't leave an animal out there hit," Frey's brother-in-law, Bruce Ingraham, said.
