3 police officers, 1 retired officer, charged with DUI

Two officers were from New Haven and charged in separate incidents; an East Hartford lieutenant and a retired officer were also charged in a separate incident.

CONNECTICUT, USA — Two police officers from New Haven, a lieutenant from East Hartford, and a retired officer were arrested over the weekend for driving under the influence in separate incidents, according to officials.

Beginning Saturday, state police recieved multiple 911 calls and reported to TroopG that a car was "swerving between all lanes of travel" on Interstate 95 in the area of exit 29. 

State police pulled the car over, and the driver was identified as 31-year-old Alexander Carr. The New Haven Police Department said he has been with them since January 2016. 

According to state police, Carr failed his field sobriety tests, and when troopers tried to take him into custody, Carr resisted. State police said they had to "take Carr to the ground" to arrest him. He was taken to St. Vincent's Hospital for minor injuries and was charged with operating a motor vehicle under the influence and failing to obey a traffic signal.

On Sunday, just after 2:30 a.m., a state police trooper reported a car running a red light at South Orange Street and South Frontage Street in New Haven.

The driver, identified as 33-year-old Kenneth Cobb, was slurring his speech and smelled of alcohol, according to state police. Cobb has been with the New Haven Police Department since November 2014, officials said. He was charged with driving under the influence and failing to obey a traffic signal.

New Haven Police Chief Karl Jacobson said he was made aware of the incidents, and both officers were placed on administrative leave beginning on Sunday. An internal affairs investigation has been initiated.

Also on Sunday, just before 12:30 a.m., a resident trooper in Somers was called on a reported vehicle driving erratically. The vehicle was driven by Robert Pronovost, who retired from the East Hartford Police Department earlier this month. In the vehicle was also Joseph Ficacelli, 45, currently a lieutenant with the East Hartford Police Department. 

It is unclear from police reports who initially drove, but at some point, according to state police, that Pronovost and Ficacelli switched places. Both men were charged with operating under the influence and failure to drive in the proper lane.

East Hartford police officials said Lt. Ficacelli has been placed on desk duty. Both men are scheduled to appear at Rockville Superior Court on Feb. 13.
